    Quick reply to this good question. First, people on Social Security would NOT be subject to city income tax. That is very clear in all the work on the feasibility of a city income tax. Second, on the idea of a city sales tax — my understanding is that state law basically prevents a city from going that route. And a sales tax within the little city of Ypsilanti would not capture much revenue from the large number of people who work in, but don’t live in, Ypsilanti — unlike the income tax.

    Also, I should point out what has been overlooked in the recent campaign literature: No city income tax can be adopted without a vote of the citizens of the city approving it. No mayor can “impose” such a tax, nor can council. It would be up to the voters to weigh the pros and cons.

    The income tax issue will probably be put to a vote of the people. The Mayor only has one vote on council and that vote is just to put it on the ballot. The bigger issue is why it is not on the ballot in Novemeber when the majority of the people vote?
    Put it on and get it over with so we will know what direction we are headed.
